These calamities have not spared France, and it is in a Paris where the ravages of the weather do not fail to worry the population that Professor Mortimer arrives. Concerned by these meteorological fluctuations and their disastrous consequences, his government has tasked him with determining their causes, and it is with this objective in mind that he goes to Jouy, to the home of his old friend Professor Labrousse, director of the weather service. But Mortimer is diverted from these fascinating scientific concerns by an unfortunate affair: the unexplained disappearance of the taxi driver that Labrousse had sent to pick Mortimer up at the station. In fact, Mortimer is the last person to have seen him alive and becomes the police's prime suspect. Our fiery Scotsman decides to solve this new enigma, and counts on the help of Captain Blake, also passing through France. The head of MI5 is on the trail of a network of spies whose center seems to be located in Paris itself. However, Mortimer disappears in turn, before being able to contact Blake. From then on, the latter, aided by Labrousse, launches into a double investigation: to flush out the mysterious network, and to find his friend. He will quickly realize that everything seems connected: the climatic disasters, the disappearance of Mortimer and the driver, and the existence of this network whose motivations and fantastic possibilities are unknown. And over all this hovers the disturbing shadow of Olrik and a foreign power with colossal means and hostile intentions...
