Despite the common image of a purely state-based and centralized institution, the book seeks to describe a plural world, traversed by centuries-old competition between the private and the public, the local and the national (and even the international), the civil and the military, amateurs and professionals. Jean-Marc Berlière, historian, professor emeritus at the University of Burgundy, and René Levy, sociologist and research director at the CNRS, both researchers at the Center for Sociological Research on Law and Penal Institutions (CESDIP) have been studying the subject of "police" for thirty years and have devoted numerous books and articles to it.
